This creates an ethical dilemma in legal cases with existed & life sentences or real valid threats when exhausting all options as to execute first you have to realize & interrogation coaxing maiming effort & utilize non-lethal options then use safe efforts to execute including simple low cost overdoses so organs,  blood & tissue can be harvested

Organ harvesting is big money game & with rising costs & stagnant or lower wages groups are looking to capitalize including areas of Government & private sector then in legal cases in review
